Two measured factors, weakest-link. Depth, because University of Minnesota St. Anthony Falls Laboratory wake-boat research shows an enhanced wake needs deep water to dissipate instead of reflecting off the bottom. And surface area, as a proxy for the room a lake has to hold the WSIA "Wake Responsibly" setback off every shoreline. A lake is only as suitable as its more limiting dimension: a huge shallow reservoir bounces the wake off the bottom, and a deep tiny lake has nowhere to keep the boat off shore. No. Nobody publishes a wave-quality standard and we will not invent one. This rates a narrower, answerable question: is the water deep enough and big enough to wakesurf the way the sport's own guidance says you should? Everything else about a lake — scenery, crowding, what it is known for — stays out of the rating.
No, and the two are tracked separately. Suitability is about depth and room. Legality is set by your state, and often by the individual lake on top of that — no-wake zones, operating hours, horsepower caps, and distance-from-shore minimums are common and change more often than lake morphology does.
